Here's the crux of it, since it hasn't yet been made public:
Vehicles in Waterloo Region:
- 502 (Bombardier Owned Test Vehicle):
- Vehicle is assembled. Propulsion and braking routine testing 100% complete. Modifications are ongoing.
Vehicle used for Emergency Services Training and System Testing.
- GrandLinq On-Board Equipment Installation: Not yet installed

It’s the memo dated May 29. Presumably, the information is given from Bombardier to Regional Staff, then they have to recompile it for the release, which likely takes a few days.

Right. From the dates, it looks like BBD would have prepared it sometime between 18 May and 23 May.

Wellz-ley and Wye-mar, definitely. Weemar would just be so wrong, for the same reason that Wiebe is Wee-bee and not Why-bee. I don't think the "v" sound has survived in any of the local German names beginning with "W".
