AFAIK they are separate projects not part of any larger work. I'm surprised they are not paved, but I think there is some underground works going on there as well.
Debbie's tweet (above) referred to phase 1 of the cycling grid.
Sydney St looks complete except for paving the MUT and a bit of work on the curbs. Delta St was dug up in a big way but digging and storm sewers appear complete. No recent action on turning the mudpile into a trail, though. (The sign does still indicate 2021 completion.)

I believe they are separate projects, funded separately--Delta/Sydney I think is funded as a utility project. But yes, asphalting does appear to be significantly delayed for many projects. I'm not sure why.
That being said, they probably still have a few weeks to work on it before the end of season...I know Water St. still has paving work to be done and that is expected this year.
(And to answer their question, no the pallets remain on Joseph St., the bike lane is only "open" from Ontario. But I have heard that they will be removed before winter.)
