Deregulated bus routes were examined in The (Federal) Standing Senate Committee on Transport and Communications circa 2002. (The page has not aged well and there are a few missing images)

Among other recommendations:

The Committee recommends that the federal government re-evaluate the need for consensus among all the jurisdictions and players before initiating action on intercity bus policy.
