At the rate they've been working it should be open mid February. Seems like there is only 2-3 weeks of actual work involved in the project so I wonder why it's being done in short bursts with long periods of nothing.
edit: I went by today and the bridge doesn't even look like it's painted yet. I don't know if it's weathering steel or not but the rust sure looks like the normal rust I see on the bare steel at work. It also looks like they just need to pave the decking and it should be ready to roll. They also locked the chains holding the fences to the bridge to keep people from using it.
