You require a certain amount of privilege to have the option to opt-out. But we're getting into areas broader than Parking in Waterloo Region.
Suffice to say, it's complicated and it won't ever be simple. The trick is to always, in all ways, inform people of what's being done and how it can be used both for and against them. With education comes clarity. I mean, look at Rick Perry: he no longer wants to shut down the US Dept of Energy now that he's actually looked up what they do. facepalm.jpg
Back to parking, I encounter a repeat offender in Kitchener. I think it's someone temporarily parking across a sidewalk (wheels on the sidewalk proper, which is my personal threshold) which means enforcement doesn't actually see the infraction. Any tips/tricks people can share?
