Nope, the freight track is just to the left of frame there - you can just see the edge of its deck plates. The buried track is concrete-sleepered continuously-welded LRT rail, for absolute certain.
Ohhhh.... I realize why I was confused. I thought the camera angle was facing towards Hayward.
