Yeah, the numbers are just stickers applied after the fact. You can see it on other bus stops around town.
I guess that it is GrandLinq's job to replace the signs, but GRT is the one making the decisions about routes, so it's much easier to just have GRT come by and apply the stickers after the fact on their own schedule.

It is interesting that on the 2017 map #9 is on Hazel, the 2018 map it is on Albert, and by 2021 it is back on Hazel.
I talked to them at the Waterloo consultation, and they said that the Albert routing was indeed an error. It was corrected to Hazel on the display board they had present.
