It's interesting that they are proposing a tunnel rather than a bridge in Montreal. Tunneling under the river is surely not inexpensive, but maybe the incremental cost is not so bad in the total project cost. And it would have the station underground where there is more space available in downtown Montreal--and protected from inclement weather. 

it would be difficult to find the space for a surface approach. They’d have to take space from something which would either mean expensive property acquisition and unpopular demolition or the even less politically viable, taking space away from a highway.

As with most things they’re offering to spend to avoid upsetting people. That said, in this instance it might be justified.
