it would be difficult to find the space for a surface approach. They’d have to take space from something which would either mean expensive property acquisition and unpopular demolition or the even less politically viable, taking space away from a highway.
As with most things they’re offering to spend to avoid upsetting people. That said, in this instance it might be justified.
