200 km/h or 300 km/h matters less than the number of level crossings and other slowdowns. A 230 km/h express train (such as the new ICE L) running at full speed would do Kitchener to Union Station in about 40 minutes. Or Toronto to Montreal in well under three hours. Much faster than driving--and as fast flying, for that matter.
The trainsets are really the easy part. The hard part is having proper track, electrified, and enough of it, and no level crossings.
