In Waterloo, the trail cuts through the region’s property, which is used by Len’s Mill Store for parking. The business asked that the trail move to the south side of the tracks so they won’t lose the parking they need to keep their zoning for the distribution centre.

Len’s Mill Store said they could have to relocate, if they lose their zoning. To date, no solution has been found.
Does this imply they don't feel they need the parking, they just need it to satisfy zoning requirements?
