About half of it's been poured, then they stopped due to a "design revision" on the material for the rebar...
...the rebar which is already under the section embedded in concrete.

Knarr's closing sale was in May, so they must have decided to close in the first few months of construction.

Indeed, I thought Frenzi closed this summer, but it was actually a year go. Time flies.

It does suck, but you do want to be sure a structure like the crossover is done right the first time. If something goes amiss and the arrangement gets damaged or warped, you don't want an extended closure of an active line to effect repairs.

The issue was electrical (grounding stuff), from what I understand.
