It looks like the windows will be bigger, plus they need to add the balconies (and entrances thereto) so I'm assuming the current brutalist facade, presumably non-load-bearing, will be completely removed.
They don't need to add balconies, they have chosen to. Those curved balconies are part of the problem with the design. Basically half of the balconies have no functionality because of the curve. Housing is good, design is typically kitchener waterloo.
