There's a maintenance entrance just to the left of the frame. You can see the door hinges. When the door opens, it would block the ramp.
The ramp would also leave the sidewalk an insufficient width around the ramp at that point. Of course, that's easily solved by narrowing the road.
Personally, I think the ramp should go both directions. Have both. I suspect the short one would see a lot of use, particularly by the able-bodied, as it's just more convenient for getting to several other destinations in UWP.
