Oddly enough, the "Permanently Closed" signage has now been swapped out for "Temporarily Closed — renovating and Reopening in 2019" signage.
Thats, uh, quite the renovation. Wonder why the change of heart?
Maybe the land was sold and one of the conditions was soil remediation? (pure speculation on my part). I wouldn't bother opening anything at that spot until the Victoria street bridge construction is done either.
