My apologies, I misread - it was the region's lawyer who said that, not the developer's.
Right, that makes sense. And it's correct. Unfortunately many students are inexperienced with contracts and building delays so they may end up taking risks without sufficient legal or financial protection. I don't know what can really be done about that, though, I think this is outside the scope of the cities' regulatory powers.
