Lady at work here says developers lawyer is threatening to cancel purchase agreements if owners don't return their second parking spots. Can they do that?

Does anyone know how much the utility hookup charges are in these condos? We are required to pay on registration (probably a few months away yet). 144 Park is still in occupancy so I haven't heard. ...
