That's an old gas station property so remediation will be required before any construction, I expect.

Currently zoned MU-1 and MU-2, which allows 13.5m and 2.0 FSR (MU-1), and 24m and 4.0 FSR (MU-2). The neighbouring Iron Horse Towers (a Drewlo property) is MU-3 so I expect this is what they are applying for, too. MU-3 removes the 24m maximum although the 4.0 FSR remains (subject to zoning variances).
Yes, most likely high-rise residential. There really isn't demand for high-rise office space this far from the core, but it's a nice location for apartments or condos.

According to the Kitchener permit search there are 3, 2017 demolition permits for 588 Queen St S for structures of 500, 200, and 150 sqft.

There are 3 buildings in the back as well, we use to have a Shop back there

Seems more like a clean-up and reno of the Nougat building, more than preps for any imminent redevelopment.

A little bird told me that the parking lot across the street (boxed in by Water and Francis, Joseph and Charles) is in the planning stage for a major development: 3 story podium plus two +20 story towers. Additional Manulife offices in the podium with residential condos above.
