You could fit four elevator shafts in it. That too. When I say "elevator core", I mean a concrete column to house elevators and stairwells. Like this: But.... the access holes and overall size certainly do make me doubt whether the one in question contains an elevator.

I was in the area of this last night and I saw openings suitable for elevators on the side facing Willis Way. It looks like 2 shafts. I think the openings we see in the photos are just for stairs. I assume they need 2 sets of stairs for fire safety?
