There don't appear to be any active building (or demolition) permits, at least not online yet.
All three properties (including Exclamation, which may or may not be part of the project) are zoned D-4 (office district). Reading the zoning regs, it seems that there are very few restrictions for D4, and specifically no floor space ratio (FSR) limit. If my reading is correct, that would indeed make it easy to build 33 floors, without having to go through the deviation process. Exclamation is now closed, as are all other businesses in the building. No building permits issued yet, though.

Has the Trinity sanctuary been cleared out yet? I understand that the organ and stained glass windows are to be saved by the former congregation, and I assume the pews will find new life somewhere else.
