I don't think there is a hard number for this, because you just end up prioritizing who (COVID or not) should get priority for a COVID bed. And, beyond the strict number of beds, ICU staff is also stretched and getting worn out.
Using hospital numbers, COVID patients are currently using 430 of the total 1,871 ICU beds in Ontario. But you can bet that without COVID, we wouldn't have 430 free ICU beds, some of those would be used by other patients.
