There will be restrictions for some time to come yet, to be sure. 60-70% won't be reached anytime soon, I don't think, in any country -- not even in NYC. Effective treatments should hopefully be available later this year and that will help the situation, but a widely available vaccine (available in tens of millions of doses in Canada, for example) is surely well over a year away still.
