This is the largest level area so far. If the rest of the floor will look like this then I would think that from now on it will be residences. The north side is still on the ground level. I'm sure they have a reason for this but I find it confusing. Why not do the whole floor at once??
You can see something similar at some of the larger developments in Toronto, granted much larger than this. But that's my best guess, just makes supplying the site easier (note that duke nor fredrick are closed, whereas with a project like Charlie west the has Gaukel st where they can leave stuff)
