Two were in long term care homes in Waterloo Region. This post on Reddit gives some explanation as to why it's a challenge. Staffing shortages, low pay, residents are clustered into small spaces, dementia/alzheimer residents who roam around. It's interesting that it's primarily private, for-profit facilities that are facing the worst blows from the virus. The one in our city operated by the Region of Waterloo seems to be doing a pretty good job at containing this...likely due to higher paid staff, the culture of regional employees and perhaps having better access to Public Health/Infection Control support.
