What’s Dubai got to do with it? Dubai is a terrible model for urban planning anyway (and many other things).

They have massive oil profits and spend it on extravagant luxury developments rather than utilitarian housing for people who aren't rolling in cash.

Dubai is not impressive to me at all. More money than sense, and makes North America look like downtown Berlin when it comes to walkability.
