That's actually insane. I've found the sweet spot for elevators to be about 1 elevator per 10 floors. This would be a nightmare in line with most of CityPlace or 1 Bloor in Toronto.

20-30 minute waits for elevators guaranteed.

Of course it also depends on the number of units per floor, but this is a pretty big floorplate in any case.
