There's certainly conditions that the city can put on permits, however its more common for site plans to have conditions. But generally there really isn't anything they can do to force a developer to build.
Just as an example but the HIP owned property on King just passed Wellington has been demolished for years now but theres not even a formal SPA yet. So there really is no way to force it.
