Do you happen to know how they retract/extend them? Is it manual? I’ve seen amusing videos of cars getting hooked by bollards extending but I like in this location some sort of manual process is more likely.

Definitely manual. I believe there's just a socket in the ground, and they move the post part between locations. I don't think the bollard retracts underground.

That's my understanding of how they work as well. One of the plates that cover the sockets is visible in the dark grey lines in the picture a couple of comments up with the recessed bollards.

OK, so true story: My dad used to work for a hearing aid company. He had a mold of the ear. Whenever company came over he hung the mold on the wall. He'd then tell company "you got to whisper -- the walls have ears". I didn't understand it when I was a kid, 'the walls have ears', as an adult, I think 'what a strange, strange man'.
