Noticed this lot has a Big Pipe (Sewer?, Water?) running across the lot. Is this common to place a big pipe underneath structures?

I saw that too.  It's definitely got to be removed before the building can go up.  I wonder if they knew it was going to be there or if it was a bit of surprise.

Vive knew it was there since the property has a storm sewer easement over it, the plan is to cap the pipe at the property. I don't know if there's a plan to relocate it however.
