Partially true.  According to rych mills in a Flash from the Past column, "[in 1955], staff crowding had forced the purchase of a nearby Albert Street house for a city hall annex. In 1961, municipal government had reached such a size that most civic employees were moved to rented space in the new Waterloo Square's office tower....In 1971, city staff moved back over to the Erb and Albert corner into the new Marsland Centre where they remained until Waterloo's City Centre opened in 1987 on Regina Street."
