40 to 16? This will surely be appealed ... and most likely the developer would win. They might be able to get the developer to accept a more reasonable compromise, but I doubt they would accept 16.

The proposal was already a prank project that will never get built - if only the province and local councils changed their own rules that incentivize developers to propose insane things so that the eventual "compromise" is what they would have built anyways.

The Indwell supportive housing project in downtown Preston is still ongoing. I don't know a single thing about construction, but it might be quite difficult working around the old exterior like this.
