Things like a consolidated court house in Kitchener that saw Cambridge lose their ability to host court hearings doesn't help with the image that every city has the same services. I realize that the size and location of the court house was largely out of the cities' hands.

In Peel region the biggest city Mississauga doesnt have a courthouse, everyone must go to Brampton.  750 k residents and they dont have a courthouse...
