It should be noted, that most of downtown (including 345 King) would still only allow a maximum FSR of 3.
The Civic District will allow 6 (after bonusing) and the Market District will allow 10 (after bonusing). (Though, complying with other zoning requirements in the market district would make it hard to ever get 10.0 without a lot of zoning adjustments)
The Tall Buildings Guideline, basically, will only ever be applied in cases of rezoning for the intent of building a new tower. And even then, the guideline's Statement of Expectations is forthright that no single items in it are set in stone.
