And that's voter turnout when it's generally still relatively warm outside. I imagine voter turnout falls through the floor if you try to hold a byelection in mid-February for something that people might not think is worth their time. In which case you might be electing the same person as would have been appointed, with fewer overall votes than they received as the runner-up in the original election. Don't get me wrong, I am totally biased because I'm happy with that decision, and I'd feel very differently if the runner-up was someone with dramatically different political goals, but I'm sure the city has the numbers for likely voter turnouts in various situations and kept that in mind when deciding.
