I'm a little jealous that Ottawa will see testing on their system before ours:
LRT track testing to start in November

"O-Train Construction, the recently renamed city department overseeing the LRT project, has already sent out a memo to city councillors, schools and other agencies to warm them that trains will soon be using the tracks and that the overhead wires will soon be live. “We’re concerned people are wandering around on the tracks,”"

A tunnel has collapsed and 3 workers are trapped inside.

It wasn't a collapse per se. Some shotcrete fell down, apparently due to improperly secured rebar.

To be fair, the authorities closing the roads above the incident certainly made it seem more severe. I'm sure it was all cautionary, but it's hard to read that as less concerning.

The shotcrete collapsed, so I think that counts.

Aside from not reporting on this at all, I don't see what else the media could do to lessen the severity of their words while still providing accurate reporting.

I'm not sure why the initial media report made it seem so serious, but I recall that it's only about three or four blocks from the huge sinkhole that opened up on Rideau St earlier this year.  Maybe a bit of nervousness....

Work resumes on LRT tunnel project following Thursday incident
