Yesterday both Kitchener and Waterloo Council's voted unanimously to support progressing to phase 2 of the bidding process. Along with this decision is a commitment to each fund $1,000,000 to the Host Society in capital expenditures (total of $3,000,000 if Cambridge follows suit). They've also agreed to underwrite any financial deficit associated with the 2021 Games if the need arises... low ticket sales, etc.
The phase 2 submission deadline is January 31, 2017 with the successful bidder announced on March 31, 2017.
Expectations presented to both councils predict an economic impact of $100,000,000 for the Region. The Province and Federal governments will also together provide $14,700,000 to operate the games, and $6,000,000 in capital investment which will result in facility upgrades.

$100 million in Economic impact? That seems surprisingly high to me (someone who knows nothing of such matters I should mention) .
The 2012 wjc had an economic impact of 86 million for the province of Alberta. I don't know how popular the Canadian Summer Games are but the wjc is massive in this country.

Right but are there as many spectators? I just read that the 2013 games held in Sherbrooke Quebec attracted 16,000 people to the games and had an economic impact of 165 million dollars.

Where the 2012 wjc had 445,218 spectators for the tournament games plus 50K for the pre tournament games. The article also estimated that the event attracted 30,000 out of town visitors.

It could be that the WJC spectators ended up being primarily local and so the economic impact ended up being less per spectator than for something like the Canada Games where there are lots of traveling athletes who, being young, are also more likely to be traveling with family members/support.
I really hope we succeed in getting this off the ground. This area isn't particularly well known for sport or athletics, but there are a lot of elite runners and triathletes who train out of Guelph and Hamilton and KW to a lesser extent (usually linked with Guelph or Hamilton still, though). Here in KW, though, the infrastructure to support elite athletes is pretty dismal with some facilities actually designed to discourage it. The situation for pools in Waterloo Region is particularly dismal without a single facility suitable for elite competition. The Rec Complex came depressingly close except for the fact that the pool got chopped down in order to fit the play zone on the one end. A proper indoor track would also be nice. The Rec Centre one isn't too bad, but it's not run with an emphasis on supporting athletics, and so is missing critical support infrastructure and seems mainly to focus on serving neighbouring elderly people who want to go for a walk indoors. Hopefully the Canada Games will lead to some of this infrastructure being built or improved to fill in some of this need.

I believe that Canada Games is by delegation, so that athletes would travel with their provincial delegation, which makes all of the travel arrangements. Some family members will probably still come along, but I wouldn't expect that many.

It's amateur sport. No one watches amateur sport, even if it's national-level amateur sport (which is already pretty high-level).

In North America, yes, that's largely true (although the Olympics also used to be amateur sport).
In Europe, though, it's a different situation and many amateur sports draw more than respectable crowds.

In theory, yes. In application, the amount of time for getting political support, EA, overall planning, RFQ, and so on, and we're talking about being several years late in trying to deliver for the games.
