I mean, definition of urban vs. suburban is highly varied and context dependent.
But to me, that looks quite suburban. The setbacks are large, there's a lot of space around, yes, there's a large apartment building, you find those in the suburbs too.
I do think that it is fairly proximate to the urban area, and it is in one of the traditional suburbs which still has a hope and prayer of being pretty easily sustainable if we make small investments (unlikely a lot of later suburbs which require a significant rebuild).
