I think we need to make a distinction between industrial lands and employment lands. We should stop separating compatible uses, there's no reason an office tower needs a different district from an apartment tower.
As for his business, "conflicts" that arise aren't his problem, frankly, they're nobody's problem but the idiots who can't stand the noise of a manufacturing business who bought homes next to a manufacturing business (same with the airport, same with the dump).
But if there are reasonable options like building noise barriers, those should absolutely be developed.
But...a bigger question, why is a school next to industrial lands?
