Right, but to the people living there, they'd definitely consider them skyscrapers as the rest of the buildings are comparatively shorter. It's not based on floors, but height and subjective surroundings (which CTBUH also takes into account). London has well over 100 buildings over 100 meters, most of which I'd say are skyscrapers. Likewise, Paris has close to 100 buildings that are over 100 meters. In the context of their surroundings, those buildings are skyscrapers. It'd be hard to suggest that something like Tour Pleyel - at 129 meters - is not a skyscraper in that context. Just look at how how tall it is. Both 30 Francis and Station Park E will be much taller than it is and it's one of Paris' tallest buildings. Duke Tower is 1 meter shorter than Tour Pleyel yet I'd consider it a skyscraper. In the end, it's an arbitrary definition but if it's tall enough, it deserves that title. The day we get a megatall here, then maybe we can redefine these <150m buildings as towers only. :^)
