Could they not build some kind of dam to bring the water level up thus covering the flood wall and also making a better connection to the waterfront?
Trick #1: disguise the wall as a staircase.

Trick #2: Glass flood walls.
Waterford City, also in Ireland.
Trick #3: Movable flood walls
They can go up in a matter of hours and removed into storage once the flooding risk has passed.
