If all the people living in Conestogo (or within a reasonable distance of the construction) get this pass, then I'll say that's pretty reasonable and everyone else can do the longer detours. But, I'm willing to best that's not the case.
They almost certainly don't take this stuff into consideration, because they almost never do. And even the people paying the cost don't realize what its really costing them.
