I think the high bids are because of the increased cost of dealing with sensitive wetlands and building the bridge. Seems like the kind of project that bidding close would just result in a contractor taking a bath.
The wetlands and such are certainly a factor, but staff should have accounted for that during their estimates, but in 2013 when the estimates were being formed, it would have been hard to foresee the spike in construction costs.
The road surface can be repaired without widening the road though. I would hope the city wouldn't be widening unless there were serious capacity issues.
