I think it's far from a done deal. ION almost died during/after the EA as funding issues came to light, costs were higher than expected, etc. It will take some substantial public interest and advocacy to overcome that, even when the EA is complete. But that doesn't mean we should dismiss it as yet another study, it's a concrete step towards actual construction, just not the final step.
