High-Speed Rail (HSR) - Toronto/Pearson/Kitchener/London
I think this one is legitimately different. Past studies have been theoretical, an actual environmental assessment is the legally required planning before construction. None of the past studies have ever taken the steps required to cross that legal threshold that allows actual construction.

Actual construction will of course be more work, but this a step required in getting there (unlike the previous studies).
