I know for Ministry of Finance purposes, we are considered part of Central Ontario, but I don't know if that extends to all departments or just them.

I think the Greater Golden Horseshoe first emerged as a term in the 2001 Census as a so-called census region. There wasn't a rigorous definition of what constituted a census region, so it was a bit pointless in my opinion, and Statistics Canada has since abandoned the concept.
Since 2004, it's now basically codified in law, though, as part of the Greater Golden Horseshoe Growth Plan area under the Places to Grow Act.
