The wires are kind of suprising actually. I don't think they would meet code for residential construction, as they are too easy to climb, and the "handrail" doesn't help. Must be different rules in this case.
What is the height on the "handrail" maybe in is intended as a bumper for stollers/wheelchairs/etc? It looks quite low. The fact that it is not continuous really argues against it being a handrail.
