Ambulances and firetrucks have to ride in the middle, sometimes other vehicles can only pull off the road part of the way, so with the other side pulling off half the way there is enough room for the emergency vehicle to go through. Also when they get to intersections they would prefer to be in the middle of the road to see and also because there might be traffic lights/signs near the edge of the road that wont allow them to keep going, mosreso if the lrt path swerves to the middle of the road at that point.
