"The RFQ to shortlist potential developers will be advertised in early April and the selection process will be completed by August 2017. A Request for Proposal (RFP) will follow quickly after the RFQ process to ensure continuity and continued engagement from potential development teams."

"As with the ION LRT project, staff propose to establish a single point of contact during the entire procurement process. Staff recommend that the Director, Facilities & Fleet Management (or designated alternate) be designated as the sole contact for potential contractors wishing to contact staff and/or Councillors of the Region and local municipalities."

Many very qualified local taxpaying developers, general contractors and subcontractors unable to bid on this project due to The Region's labour status.

Only those who are associated with the carpenters union can participate.

It's a shame, but I guess the Region has tons of your money to spend on this project, the new bus facility in North Waterloo and now a renovation at the old courthouse for the police.

Hamilton has the same status and is paying on average 20 % more for all of their projects

It's not easy to avoid, the Region tried quite hard. Some details in The Record at https://www.therecord.com/news-story/565...tion-bids/ and https://www.therecord.com/news-story/448...oo-region/ .

Normally I'm pretty pro-union, but this particular case I have zero support for the union. Two people putting up a garden shed on a Saturday signed union cards and the region ends up bound to hire only from their union for all future projects, costing tens of millions of dollars over the next decade. It's far too much power for such a small action.

Correct. The old garage/ambulance station had finally fulfilled its use (it was an office/staging area during the underpass construction) and has now been removed.

I would love to see some kind of a temporary park here, given that construction start is probably still at least 3-4 years away.

The pre-qualification stage closed on June 30th. Looks like there was only one submission from a team with EllisDon as the primary. Not sure if there is something with how the Region posts results to their website or if there was really only 1 pre-qual submission. This was supposed to narrow down the teams for the actual RFP.
