Generally yes, but not always. In some newer buildings (e.g. Charlie West) the two exit stairwell requirement is met with interlocking stairs, like https://www.thoughtcraftarchitects.com/i...king-stair . So while I agree they're generally front and back, I wouldn't totally rule out that possibility.

55 King St W (an office building, but with the same requirement) also uses interlocking stairs, in the middle of the floor plate.
