3) Until you've proven that you can safely run a train along the entire line, there's not as much you can do, practically, to burn-in ever-more vehicles in the maintenance yard, and to that effect, GrandLinq hasn't likely set their rapidway clearing up, would have to do that, and then would have to get the region to show that it can keep the rapidway clear of cars, which in uptown it has decidedly not shown any ability to do?
4) Some software issue exists which would make them want to hold off on shipping until installed?
