Ah, great spotting!  There are some on Caroline, too, IIRC - just South of the Willis Way platform.  The ones at Graybar are mounted on huge galvanized poles just like those.

Nice video from CTV here with some footage from this morning, and a little bit more information about the timeline over the next few months.
